A Comparative Study on the Unpaid Domestic Work Time of Dual Earner Couples: France, Germany, Norway, UK, and Korea

Abstract
This study compares determinants on unpaid work time of couples in France Germany, Norway, UK and Korea. Using Multinational Time Use Survey data, it aims to find features related to time use structure and dual burden of labour among couples in different welfare states. Independent variables include relative income, paid work time, gender, and household income. Empirical analyses suggest that the determinants on unpaid work time of couples are different across countries as well as across income classes. First of all, it should be stressed that the dual burden of labour among working mothers is not a common phenomenon that can be found in most welfare states. In Norway, for example, the total work time of fathers, including both paid and unpaid work, is more than that of mothers. On the other hand, the dual burden of labour among working mothers, especially low-income mothers, is extremely severe in Germany and Korea. Korea is the only country that both income class and relative income influence on the unpaid work time of fathers. In addition, the unpaid work time of fathers is the lowest level in international comparisons. Based on these findings, the study suggest various policy alternatives including the reinforcement of gender-equity policy and the expansion of child care programmes.
